Scooter is giving 14 error
Its appears brake parts inside housing may need to be replaced
Therefore break is showing as engaged.

From my research it's needs the brake parts or throttle. Parts are minimal . If you are mechanically inclined this should be an easy fix to gain a 500 plus scooter . Obo
